,/ith reference to your letter xiO.4219, dated the 17th ^u^usl
1917, I am directed to forward herewith a copy oi two notes (wit!
enclosures) which have been recorded by the lostal Censor at Bom
bay and which shew that some of the firms on the Baghdad Black
List have branches elsewhere. I am accordingly to ask that the
Government of India may be furnished with as complete a list
as possible of the branches, agencies, etcetera, of the firms
in question.
2. *3 regards the Censor's query in the latter part of para
graph one of his memorandum of the 14th beptemher, I am to say
that $16 has been instructed to treat branches, etcetera, of
the black Listed firms as if they were the firms themselves,
that is in accordance with the procedure indicated in the papers
forwarded with the endorsement from the Government of India in
the Foreign and Political Department, No.899-W, dated the 25th
September 1917.
3. I am to ask whether these instructions have your concurrence
and also for your views as to whether trade with the branches,
etcetera, should be allowed or not. lour reply on these two
latter points should please be telegraphed to the Government of
India as soon as practicable.
