To—His Majesty’s Secretary of State for India, London. ^
Returns of enemy property include amounts due by Indian firms to Baghdadi
merchants. Firms ask permission to discharge liabilities in Baghdad. May we
give permission in such cases subject to
conditions in your telegrams* of 11th May
and 11th June notifying Public Trustee of details^ We'presume Indian creditors
may now accept payments from Baghdad. On satisfaction of claims returns will
be duly amended.

Messrs. Dinshaw Namdar and Company request permission to ship to Baghdad
via Basrah six cases fruit salts and four cases Epsom salt to their partner Namdar.
These consignments are said, to be for the use of the British canteens there. May
shipment be permitted ? Messrs. Dinshaw Namdar are willing to take the risks
referred to in paragraph 1 of your letter

Subjects covered include: in August 1917, discussion amongst British Government officials as to whether an official announcement concerning the resumption of trade at Baghdad should be made; applications from commercial firms in Britain to resume business and exchange financial payments with traders in Baghdad; the compilation of a list of ‘approved’ firms that should be allowed to resume trade, and a ‘black list’ of firms (supplied by the Chief Political Officer at Baghdad, Percy Zachariah Cox) that should be barred from trade; an appeal by a trader based in Amsterdam, against a ruling barring him from resuming trade at Baghdad and Basra; difficulties in river transit between Baghdad and Basra.
