t has had exceptional experience of public health and medical
relief administration. After having done special duty
^chiefly in connection with plague and malaria, he became
Assistant Director of Public Health, Punjab, and Professor
of Hygiene, King Edward Medical College, Lahore, in 1922.
He has served as Director of Public Health in the
Punjab for about 8 years, and as Inspector General of Civil
Hospitals, Burma, for 3 years. Since his retirement last year
he carried out a special investigation into the Malaria
Epidemic of Ceylon; during the course of this he was brought
into close contact with the medical administration of that
country. In all these appointments he has been called upon
to advise on the reorganization of the medical and public
health departments.which werehi^-ghargET. He has made
many important contributions to the literature of plague,
malaria and epidemic diseases, being the author of an im
portant book called ’’The Genesis of Epidemics'’.
Colonel Gill has been very favourably reported on ty
the Governments with which he has served; some of the ex
pressions used being - "a very keen and efficient Inspector
General" - "a forceful and able administrative officer" -
"a very keen and strong minded administrator" - "highly
competent, original and a thinker".
