Memorandum (Serial No. 171) from the Agent to the Governor General
and Chief Commissioner in Baluchistan, No. 3156, dated 28th October 19^4:,
was transmitted to His Majesty’s Minister, Kabul, for information under
cover of the Foreign Secretary’s letter No. 45-K., dated the 7th November
1924.

3rd November 1924. (Repeated to Tehran, in continuation of tele
gram No. 1431-S.)
In view of your telegram 2825 (Serial No. 161), proposed photographic
reconnaissance was forbidden. Baluchistan now reports that aeroplane
flights were carried out early in October. These flights were restricted to
areas well within our border. Liaison Officer was asked by Persian Com
mander at Huzdap on 2nd October to fly from Koh Taftan Railway Station
within our border to Khwash and drop letter warning Shah Sowar In the East India Company army and later Indian Army, an ordinary native cavalryman or mounted cavalryman. of Khwash
from raiding into British Baluchistan. Request was complied with.
Papers are being sent to you by this week’s mail. Stringent orders are being
issued prohibiting aeroplanes from crossing the frontier.

19th, regarding the proposal of the Government of India to arrange for the
aerial photography of the district between Mirjawa and Koh-i-Malik Siah,
I am directed by Mr. Secretary Ramsay MacDonald to state that the flight
of British aeroplanes over Persian territory at the present juncture would
