rp 0 The Secretary to the Government of India in the Foreign and Political
Department, Delhi.
I have the honour to submit a note on an inspection of agricultural and
revenue conditions in Sistan by Major M. Hall, D.S.O., Director of Finance,
HjQiSti .Porsift
It will be seen how closely the interests of the Persian Governtnent and
of the people of Sistan are bound up with the future of the Duzdap Railway.
At the end of my note I have suggested that it might be well to estimate to
what extent Sistan may in future be useful as a source of supplies for Quetta,
and may contribute to relieve the North-Western Railway of the expense of
hauling such supplies uphill from Si hi to Quetta.
A copy of this letter is being submitted to His Britannic Majesty’s
Minister, Tehran.

9. The present average annual produce of Sistan in wheat and harley,
which are the main crops, is commonly estimated at some 120,000 khawars
of 6501bs. each, or say 1,000,000 Indian maunds. The present Government

Your offer is accepted by Treasury provided-firstly, that effect shall only*
be given from present financial year to arrangement whereby losses are to be
met out of profits before any payment is made to His Majesty s Government;
secondly that His Majesty’s Government shall be entitled to proportionate
share of sum realised by sale if eventually Indian section is scrapped before
sum due to His Majesty’s Government has been paid.
Comments .—Second proviso presumably applies only to contingency of
Persian section having previously been handed over to Persia and appears to
have been met already in principle by last sentence of paragraph 3* of India
Office letter No. P.-4689, dated December 19th, to Foreign Office, copy sent by
mail of December 20th.
As regards first generally, please refer to your despatchf of October 19th,
1922 paragraph 11. Assumption that His Majesty’s Government have
accepted vour views in regard to working losses is not correct. No claim has
been presented and justification for any after withdrawal of Malleson Mission
is open to question. Moreover if Persian section had not been built total loss
to India would actually have been greater.
Desirability of closing this discussion is obvious. Please telegraph your
views quickly.
