Lieutenant l ackman, however, now informs me that Qadir Bakhsh’s
er ro er iviehrab Khan, has not only offered to surrender the fort but
volunteers to do 6 months imprisonment if I promise not to hang his brother
wntcii he believes is my intention.
Lieutenant Packman should arrive at Panjgur on the 25th when he
will submit a further report.
In my opinion, though the Persian detachment at Kuhak might he con
sidered m the air, and would have to rely for supplies and communications
not on a Persian base, but on Panjgur until Persian control was effective
yet the moral effect ot seeing this form of co-operation would be so o-i-eat
as to detach the greater part of Dost Muhammad’s unwilling supporters.

states (paraphrase) both their and our intelligence work is so very hazy at
present as only to be suitable for irregular warfare.
Should the matter come to warfare, it would of necessity be of an
irregular nature; but the information we possess regarding every petty chief
in Persian Baluchistan and every Damani of any importance is such as. if
properly utilized by the Persians would result in detaching all support from
Dost Muhammad and helping the Persians to a rapid and probably blood
less reconquest of their Baluchistan.
This can, however, only be done by putting an end to the dual policy and
by a properly co-ordinated movement on a definite plan under one head' We
can supply the intelligence, and by our moral support ensure its success.
Prom the latest information it appears that the only possible show of
physical force required, i.e., a demonstration against Kuhak, may prove
unnecessary; but, should it prove necessary, we have ample provocation:
and there is not the slightest danger of this demonstration leading us into
any further hostilities.
