To—The Foreign Secretary to the Government of India in the Foreign and Political
Department, Delhi.
I think it most unwise to hand tents to S before money is paid here in
view of fact that claim of His Majesty’s Government for arms, etc., supplied
to them up to 1921 has now been rejected by Persian Government.’
I propose to demand deposit here of Rs. 12,000 if you share my view,
and could inform you immediately demand was complied with.
This is with reference to your telegram No. 182 (Serial No. 245).

your telegram No. 182. Ends. Pending information that value has been
deposited at Tehran Legation please instruct Keyes to hand over no tents,
unless there are very urgent objections.

Priority.
Instructions have been issued to withhold supply of tents pending
further orders, unless very urgent reasons against the course are put for
ward by liaison officer. We entirely agree that a deposit should be
demanded. We are arranging at Amjad’s request for provision of railway
trucks for 500 men from Duzdap to Mirjawa, and of water tanks at Kacha
road station for one night for 70 horses and 50 men. We presume that
this will be paid for. This is with reference to your (Serial No. 249) No. 8.
