■Yesterday I discussed with Prime Minister whole question of Balu
chistan and Sarhad and communicated relevant (^portion) of your telegram
(Serial No. 181) to him.
He confirmed (Serial No. 197) decision to appoint a military Governor
of Sarhad and not to have Shaukat as civil Governor. He has not yet chosen
the military Governor but states that Colonel Amjad Mulk, who is now at ;
Duzdap with 1,500 men, will be responsible for conduct of Sarhad opera
tions. He wishes Dennys to meet Amjad as soon as possible at Duzdap.
Prime Minister is well satisfied with progress made by Rudbar force,
Commander of (?which) has received (see also Serial No. 219) messages of
submission from several Baluchistan chiefs. Three officers of Rudbar
column have left for Baluchistan to disintegrate tribes politically and to
see whether peaceful solution can be obtained.
It would I think be best if Colonel Keys could proceed (see Serial
No. 209) to Duzdap for conference with Amjad Mulk in presence of Dennys,
and lay down main lines of co-operation. Can this be arranged at an early
(Jdate)
I explained activities (Serial No. 192) of Kadir Bakhsh to Prime
Minister who promises to instruct Amjad Mulk to consult our representa
tive regarding this matter. Reason for shelving (Shaukat) is that accord
ing to recent Persian information his personality might excite hostility of
certain tribes and that opposition may be minimised by someone less
well known locally.
