I have the honour to transmit to you herewith copy of despatch,
as marked below, which I have addressed to His Majesty’s Principal Sec
retary of State for Foreign Affairs.

My Lord,
I have the honour to inform Your Lordship that I visited His High
ness the Prime Minister on December 1st, and had a frank discussion with
him on the question of Persian Baluchistan.
In accordance with the instructions given me in Your Lordship’s Des
patch No. 466, (Serial No. 129) dated October 23rd, 1923, I pointed out to
His Highness the deplorable state of affairs in Persian Baluchistan and em
phasised the necessity for the Persian Government to undertake the restora
tion of order in this outlying province without delay. This being in accord-
with the Prime Minister’s declared policy of bringing all parts of Persia
under the complete and effective control of the Central JPovernment, I in
formed His Highness that I felt sure he would not delay in carrying out the
necessary operations to secure this control up to the South Eastern frontiers
of Persia.
I then outlined the present situation, namely, that the Sarhad is quiet,
thanks to the presence of British garrisons, which in addition to preserving
order in the Sarhad, guarantee the safety of the railway; that Southern
Baluchistan, however, is in a state of anarchy and disorder, the chief offend
er being Dost Mahomed of Bampur, whose raids and acts of violence had
already been brought to the notice of His Highness.
I then informed His Highness that His Majesty’s Government desired
to see early steps taken by the Persian Government to gain effective control
over the whole of Persian Baluchistan, which will give permanent security
to all trade routes in the province, guarantee protection to the railway,
prevent raids being made from Persia into British territory and put a stop to
gun running. I added that effective control by the Persian authorities
would enable the present British garrisons in the Sarhad to withdraw from
Persian soil.
