2- In order to be at hand when Baluchistan situation develops Salar
Am]ad leaves Birjand in a few days with 700 troops. In accordance with
programme B, (Serial No. 118) he has been ordered to recruit 300 extra
troops. Regarding recruitment of levies Persian Government reserves deci
sion.
3. That Shaukat is to be permanent Governor of Persian Baluchistan
seems to have been finally decided, and also that, before deciding to embark
on costly military operations, policy of Persian Government will be to order
nun to explore possibility of bringing Dost Muhammad to terms.
4. From guarded conversations with Shaukat and Salar it appears that
if we offer to remain m Sarhad on condition that Persians keep out of it we
shall get into deep water; on the other hand, if we decide to abandon Sarhad
as soon as they go there, they would be dismayed, and tackling of Baluchistan
problem may be indefinitely delayed. Ultimate control of Baluchistan
depends on our helping Persians to make a good start. If objection of Agent
o the Governor General to maintenance of present arrangements after
Persians enter Sarhad is insuperable, there appear to be two alternatives
ei er to transfer to Consular control the existing arrangements including
retention of troops, or as a minimum to establish at Sarhad Vice-Consul with
escort of fifty mounted regulars flus existing Sarhad levies, and secret ser
vice money m lieu of allowances paid at present; escort of 12 would also be
required by Vice-Consul Duzdap. As soon as Persians become established
these commitments can be curtailed. Haworth’s idea of making allowance
permanent during lifetime of recipient is not supported by me.

at Dl J zda P reports that the Governor Hamid-ud-Daula received on 28th
November telegram from Prime Minister at Teheran informing him that
he is transferred to Teheran and that Mirza Mahmud Rais Police Seistan
has been appointed m his place. Hamid-ud-Daula is to hand over at once
to the Officer Commanding troops at Duzdap who will hold charge until
Mirza Mahmud s arrival.
