in reply to your letter No. E 4278 of tte 20th instant,
relative to the disposal of the Mirjmva-Duzdap section of the
Ilushki extension railway, I am directed by the Marquess Curzon
of Medieston to transmit to you, to be laid before Viscount Peel,
the accompanying copy of a letter which is being addressed to
the Treasury.
2. I am to explain, with reference to paragraph 5 of your
letter, tnat the last sentence of paragraph 2 of Foreign Office
letter of October 24th was not intended to imply that there was
no relation between the two questions of the disposal of the
railway and the restoration of order in the Sarhad and Persian
Baluchistan, but merely to deprecate any attempt to make the
disposal oi the railway conditional upon the prior restoration
of order in these provinces, which, even if undertaken immediately,
must inevitably entail a considerable delay. Ihe importance
