got the stone of his suspicions to the top of the hill, and
invariably a fortnight later, I found it speeding down again.
His Highness was entirely sympathetic, but was not encourag
ing, harping on the language difficulty when I said that I
supposed it was impossible to see the Shah oftener. He e.t
on to say that it was a great pity that His Majesty could not
read foreign papers for himself; I quite agreed and
suggested that an effort should be made to improve his sense
of proportion by translating for him occasionally a really
violent article about Herr Hitler or some other notability.
7. As we parted, I told Feroughl that I really
did not see how we could hope to conclude our treaty if the
Shah went on thinking, as the article showed he did, that we
had all sorts of mischievous ideas in our heads. He agreed
that such thoughts did not make matters any easier, but
expressed the conviction that we should reach the promised
land some day. X am quite sure that if we do Feroughi will^
be delighted.

foreign secretary to the Government of India Ho. kl. His
Majesty's *«|hs8.dor at Bagdad (Ho. IS) and the political
Resident at Bush!re (Ho. 16<).

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the two governments in order to resolve a number of outstanding issues.

The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains copies a limited amount of correspondence that was exchanged between British and Persian Government officials, some of which is in French.

In addition to this correspondence, the volume contains the following documents:

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
