bien m envoyer le projet de note, relative a cet article, comme il a ete convenu

consequence et logiquement, la redaction de 1 article l e du traite et les deux notes
y relatives .... doivent etre considerees comme agreees par votre Governement.”

“ Quant aux notes relatives a Farticle 3, la redaction proposee par la lettre
du .... n’est pas, a mon profund regret, acceptable. Mon Gouvernement prie
le Gouvernement britannique de se contenter de la dispense de ses vaisseaux de
guerre du permis d’entree seulement dans le cas de 1 entree desdits vaisseaux a
Abadan, dans le but d’approvisionnement en combustible, et dans les autres ports
du Golfe, par suite d’avarie. Dans ces cas I’autorisation des autorites locales,
prevenus par un preavis, sera suffisante ’
P. 196 : Feroughi develops his reasons for this attitude, viz., Persian
amour-yropre, fear of Russian encroachments, &c.
P. 220 (from Sir R. Clive).
“ I then mentioned visits of warships to Persian ports, and said you had
been very surprised to learn that his Highness appeared to have gone back on the
proposal which had in principle been more or less agreed to. He said that he
could not accept the draft exchange of notes suggested, but he was prepared to
authorise local Governors to allow the visit of ships duly notified in urgent cases
without reference to Tehran.”
Article III bis .—Abrogation of Existing Treaty Engagements.
There never has been a definite British draft article on this subject.
Annexed hereto will be found the Persian text put forward in August 1930,
together with Feroughi’s covering observations. His Majesty’s Government had
contemplated an article on the following lines :—
“ From the date of the entry into force of the present treaty, and of
the Treaty of Commerce and Navigation also signed this day, between the
High Contracting Parties, the following treaties, conventions and agree
ments between the two High Contracting Parties shall cease to be binding :— 2

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the two governments in order to resolve a number of outstanding issues.

The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains copies a limited amount of correspondence that was exchanged between British and Persian Government officials, some of which is in French.

In addition to this correspondence, the volume contains the following documents:

  • 'Proposed Anglo-Persian General Treaty. Position reached on October 10th, 1933' (folios 309-389)
  • 'Committee of Imperial Defence. Standing Ministerial Sub-Committee for Questions Concerning the Middle East. Minutes of the Fifth Meeting of the Sub-Committee held in the Room of the Secretary of State for Foreign Affairs at the House of Commons, on Tuesday, November 28th, 1933, at 3.0 p.m.' (folios 223-238)
  • 'Proposed Anglo-Persian General Treaty. Position reached on November 30th, 1933' (folios 131-214)
  • Foreign Office Memorandum, 1934 'Proposed Instructions to His Majesty's Minister at Tehran Regarding the Negotiations with the Persian Government for a General Treaty' (folio 62)

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
