at Aden for controlling the export of
goods from that port to Jibuti and
which formed the subject of trie note
which Your Excellency ms so good as
to address to me on the 19th April last.
The question as well as the complaints
against these measures which were formu
lated by the eibuti Chamber of Commerce

in tneir letter, of which you favpured
me with a copy, have had careful atten
tion, and I am now able to offer the
following observations.
