sent to the Secretary of State their telegram of
the 14th February (P.700).
In the meantime rumours gx>t about at
Jibuti that some new restriction was intended.
The Chamber of Commerce was urged to protest against
the new restrictions, and set to work to find out
what there was to protest against. Trie only
tangible grievance was found to be the "attestation'
or counter-signature of the bond by the Jibuti
customs officers, which, thou^Ji it had been en
forced with the acquiescence of all concerned since
about the middle of 1916 might still be regarded
as a "nouvelle attestation".
The Resident at Aden, finding that his
proposal that bonds should be exacted from shippers
of goods from Bombay to IfeSds: has caused protests,
now wishes to withdraw that proposal, and the
Government of India concur, in view of the
comparative Insignificance of the direct trade
from Bombay to Jibuti. The Resident and the
Government of India still, however, think it
desirable to retain the bond in respect of exports
from Aden to Jibuti.
The above is of course partly conjectural,
out whatever the real facts may be it would perhaps
oe safer to substitute something like the following
r or the second and third paragraphs of the draft:-
"’Jith regard to Sir A. Hirtzel's letter of
"the 20th February, 1917, No.P-700, it will
be seen tnat the Government of India do not
ijress “ iae Proposal that exports from India to
"Jibuti should be subjected to the same
restrictions as have been imposed on exports
oo tne Italian Red Sea Littoral.
