Our letter quoted prescribed bond for use in ports of Bombay

’ Benina> In 1915 we exacted Shippers bond from Aden merchants
for goods consigned for Italian ports in Red Sea in accordance
with Indian GrO*ennnent f a letter 14 t 281 f 4th December 1914. In
&ay 1916 we had frequent proof that goods consigned from Aden
to Djibuti were beirg reconveyed from there to enemy ports in
Arabia. We applied to Governor of Djibuti consenting these
Shippers bonds to all goods from Aden to Djibuti. illicit trade
• continuii^; in December 1916 we addressed Bombay and requested
that ail goods sent from there to French Had Sea ports should
be shipped on Shippers bond.
3\ Bonds are enforced on all goods whether prohibited or not
and this appears to be in accordance with procedure originally
sanctioned by Government of India. In Aden more than half of
trade is carried in dhows. It is necessary to exact bond{s)
as the dhows are not Aden owned and bond is the only hold over
them. Without it there is nothing to prevent dhows landing
cargo elsewhere than at nominated port and no,t 1 returning to
Aden. With bonds in force Shippers have too great sts&e to
allow this. Bonds are countersigned at the port of
debarkation and are salutary check on our own local merchants
who have established branches in French and Italian ports
with
