Foreign Concessions in Persia .—The first important concession wag
that for the Caspian Sea fisheries, first granted about 18G7 to M. Lianozoff
a Russian subject. The concession was frequently renewed, until the
Persian Government cancelled it in 1919 on the ground of non-payment
of royalties during the latter part of the Great W ar. These fisheries
were mentioned in the Perso-Russian tieat\ of 1921, and formed the
Bubject of negotiation during 1924 and 1925. The Russian Govern*
znent contended that, under the original concession, they had the right
to exploit them, and they remained in physical occupation of them
pending the result of the negotiations. In October 1927 the Persian
Government ratified an agreement by which the Fisheries were to be
exploited by a Russo-Persian association on a 50-50 basis.

Until 1919 the Company was under Russian protection, but came under
British protection in that year.
The famous Reuter Concession, which had been granted in 1872 and
cancelled in 1873, was remodelled and signed in January 1889 at Tehran.
Baron Reuter was accorded the grant for a term of 60 years of the Im
perial Bank of Persia, which was established under a British Royal
Charter in September 1889. Among other concessions were the issue of
bank notes which should be a legal tender; the service of the treasury;
and the rights of mining for iron, copper, lead, mercury, coal, petroleum,
borax and asbestos in all Persia.
The railway question, which had for some years been mooted in
Persia, was brought prominently forward by the terms of the Reuter
Concession of 1872, and since that time numerous concessions have
been granted to European Companies and others; but in only two
instances—one, the short line from Tehran to Shah Abdul Azim, a
distance of six miles, which is worked by a Belgian Company, and which
was granted in 1886; the other, the Amul railway in Mazanderan, which
was granted to Hajji Amini Zarb (Muhammad Hassan)—have these con*
cessions been taken up. After the conclusion of the Perso-Russian “ anti*
railway ” agreement of 1890 (Appendix No. XXII) two minor railway
concessions were granted in 1891, with the consent of the Russian and
ritish Govemments, to a Belgian and a French subject respectively;
ut ot ave since lapsed. A line from Julfa to Tabriz was constructed
/ a ^ ss ^ ai1 Company in 1916 and eventually^ handed over by the
8 °vmt Government under the terms of the 1921 Treaty: in the same
year ( ) a concession was granted to a Russian Company for the
construction of a line from Pireh-bazaar to Resht, which has since been
completed and opened to traffic. Both these lines, however, have fallen
ev ays, principally owing to the deterioration of the rolling stock

This part relates to the Government of India's decision to issue a revised edition of Aitchison's Treaties (full title: A Collection of Treaties, Engagements and Sanads Relating to India and Neighbouring Countries ), with revised narratives for each geographical area covered, incorporating the principal events that have occurred since the publication of the previous edition in 1909.

The part concerns the revised narrative for the section regarding Persia [Iran], Seistan [Sistan], Kerman and Persian Baluchistan, and includes extensive interdepartmental correspondence (most of which is dated 1929-1931) discussing the contents of the revised narrative, as well as the question of which treaties and agreements to include alongside it.

The correspondence goes on to cover the requirement for a fresh proof of the revised narrative, following the Government of India's decision (made in consultation with His Majesty's Government) to defer its publication, in order to include references not only to recent events but also to further developments that are expected in the near future.

Most of the part is made up of a copy of the second proof of the revised narrative (ff 24-41) together with copies of numerous related treaties, agreements and correspondence covering the period 1763-1928 (ff 42-216), of which a significant amount is written in French.

The main correspondents are the following: the Foreign Secretary to the Government of India; the British Legation, Tehran; officials of the India Office The department of the British Government to which the Government of India reported between 1858 and 1947.
