Great britain and Ira^ only, or by means of a
tripartite agreement between Great iiritain, Ira^,
and Persia.
The Wavy was dependent upon Lhe Persian
oilfields for a large proportion of its oil supplies,
and it was essential therefore, in order that the
necessary steps cai^ht be taken to ensure the safety
of those supplies in the event of war, tnat His
Majesty's ships should be accorded freedom of move
ment in the bhatt-al-Arab not only in time of war
or menace of war, but at all times, and that it
should not be necessary for His kajesty*s Government
to obtain permission from the Ira^ Government when
ever it was desired that one of his majesty's ships
should enter the Shatt-al-Arab. So ion to as that
freedom of movement was accorded to His kajesty^
ships it was not material by what instrument it was
accorded, but, having regard to the attitude which
the Ira^ Government had adopted towards the
negotiation of revised financial and military
agreements, (when they plainly showed that the
protection offered by our Wavy was neither required
nor desired) and to tne fact that it was almost
certain that during the course of the forthcou.ing
negotiations between Persia/ and Iraq the Persian
Government would press for the extension of tueir
existing right# in the shatt-al-Arao to include the
right of Persian warships or preventive vessels to
