I m directed by kr* Secretary Hendereon to
request you to Inform Lord Passfield that he has had under
consideration your letter JHo# 68134/29 of the Elet August
and the letter Ho# IUGBE76/E9 addressed to the Colonial
Office by the Admiralty on the End October, regarding the
results of the recent survey of the Persian and Iraq
coastline in the estuary of the cihatt-el-Arab, and to
transmit to you the accompanying copies of minutes by
the Legal Advisers to the Foreign Office on the eubjeet*
£. In considering these minutes reference should
be made to the chart cutting prepared by the Admiralty
at the request of this Department, showing the frontier
line according to the furoo-Persian Frontier Protocol of
1913, the lo.v-water line of the Abadan and Abdullah Banks
as determined by the latest survey, and the three mile
limits as measured from the ends of these lianks, of ?h ich it
is understood a copy has been furnished to the Colonial
Office*

(a) that the mouth of the Shatt-eWrafc Is a Un® Joints
the extreme end of the Abdullah Bank and the extreme end
of the Abadan Bank close to Horth Beaoon ( ano a Hi le
east of it) and (b) that the Iraq- Persian frontier
runs down the low water mark on the south ast
side

It includes correspondence relating to the following: the alignment of the Perso-Iraq frontier at the mouth of the Shatt-al-Arab; the right of Persian [Iranian] vessels to navigate the Shatt-al-Arab and to anchor in Iraq waters; the proposal that the Shatt-al-Arab should be treated as an international waterway, and that an international commission should be appointed to look after it; the proposed establishment of a Conservancy Board to control the navigation in the Shatt-al-Arab, and the proposal that the Conservancy Board should also be charged with the superintendence of lighting and buoying throughout the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .
