I have the honour to refer to Your Lordship's
telegram ho. 289 dated the 26th of September, 192^ and to my
telegram No. 339 dated the 30th of September, 1929, on the
subject of the formation of a Conservancy Board, and to
remark as under:-
(1) The main advantages in the suggestion tha.t tne
buoying and lighting of the
Persian Gulf

should be one of
the functions to be observed by the proposed Conservancy
Board are as follows:-
(a) It gives a definite reason for having a ^
British representative on the Conservancy Board.
In view of the probable end of the Mandate in 1932
it is conceivable that the question might be raised
by ’Iraq or Persia as to the necessity of having
a British representative. The inclusion of the

buoys and lights would provide an
ample answer.
(b) The Persian Government have shown a desire to
acquire a responsibility themselves for the Persian
Gulf lighting and buoying, but they have neither the
knowledge or the experience to do it properly. They
might quite well object to the superintendence
remaining under the Government of India, but n this
superintendence is transferred to the Conservancy
Board on which Persia will be represented, their
wishes will probably be satisfied without loss of
efficiency.
(c) Shipping interests concerned are mainly those
of the Anglo Persian Oil Company. It would
