Broadly speaking, we may, I think, regard the
reception of our draft by Persia as not unsatisfactory.
The following detailed comments are offered;
2. Article 1 (see paragraphs 7 and 8 of
Taimourtache's letter of 20th August, and paragraph 9
of Tehran despatch 439 of 21st August).
I do not think that the alternative wording
proposed by the Minister of Court in paragraph 7 of his
letter will do from our point of view. It will be
remembered that we were anxious to secure formal
recogiition from Persia of the independence of Koweit,
Muscat and the Trucial Sheikhdoms, as well as of
Bahrein, by a reference in this article to "Rulers who
are precluded from ceding territory save to His
Majesty's Govemmeait", and that it was proposed that a
schedule of these Rulers should be appended to the

The minor point raised in paragraph 8 of the
Minister of Court*s letter is unlikely to cause
difficulty, and does not actively concern this Office
(Tehran despatch 431, paragraph 10).
Article 2 : No comment.

This volume contains correspondence regarding wide-ranging negotiations that took place between Reza Shah's Minister of Court, ‘Abdolhossein Khan Teymourtache [Teymurtash], and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues. The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between the British Minister in Tehran, Sir Robert Clive, and Teymourtache.
In addition to correspondence, the volume contains the following documents:
- 'Draft Treaty with Persia' (folios 98-113)
- 'Present State of Negotiations with Persia' (folios 124-130)
- 'Previous history of the proposed Treaty of Friendship and Non-aggression Pact to be concluded with the Persian Government' (folios 213-214)
