PERSIAN IR2ATY.
The draft instruction to Sir R.Clive, and the
amendments suggested in them by the C.O. and D.O.
were discussed with Mr.Baxter on the £4th July.
Article 1.
the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. were wt very easy about the
proposed Instruction to Sir R.Clive that he should,
in discussing Section £ of this Article v/ith
Teymourtaehe, use the explanation suggested
in lord Monteagle's a.o. letter to Mr.Walton of
6th June. There is a danger that the Persians, in
the light of this explanation and of the very
attenuated nature of the assurances contained in
Section £, mi^it drop the idea altogether, in which
case we should at once have to take steps to
provide elsewhere in the Treaty ror the status
of the Arab protectorates. This was not very
desirable. After discussion with Mr.Dixon, the
D.O., in deference to the feeling on the matter
of the F.O. and 1.0. withdrew h&ufc suggestion.
The question of an explanation to the Dominions was
to await the result of Sir R.Clive T s discussion
of the Article with Teymourtache.
. Article 3 - Warships. The C.of I. have now
telegraphed that they concur in the draft in its
final rorm. No further qu^M 031 therefore
arises.
Article 4. The F.O. ana 1.0. agreedto make
theverbal alteration (for which there is no point of
substance) suggested by the D.O. and C.0.
