The draft telegram of instructions to Sir
Robert Clive now communicated by the Foreign Office
for our concurrence is, I think, generally suitable
from our point of view. The following comments are

(a) Article 1.- The instruction that both

paragraphs of this article should be put forward
is the result of a suggestion made by us in Mr.
Walton’s letter of 2nd July on P. 3991, paragraph 2.
It is satisfactory that the Foreign Office should
wholly
have_falien in with our views on this important
question.
(b) Article 3.- The revised form of this
article (which refers to the conditions under which
Persian and British warships may visit British and
Persian ports) is, I think, satisfactory from our
point of view, in that it not only makes it clear
that the reciprocal facilities which we propose to
offer to the Persians do not apply to the ports of
the Arab Protectorates, but that the modification
referred to in the present Foreigi Office telegram
makes entirely clear the position of the Indian
Marine. The Government of India have been
consulted separately as to whether they have any
further observations to offer, and we await their

to the inclusion of a specific mention of the
Indian Marine in Article 4 (which deals with our

This volume contains correspondence regarding wide-ranging negotiations that took place between Reza Shah's Minister of Court, ‘Abdolhossein Khan Teymourtache [Teymurtash], and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues. The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between the British Minister in Tehran, Sir Robert Clive, and Teymourtache.

In addition to correspondence, the volume contains the following documents:

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
