no final and definite means of punishing slavery and
insufficient prestige to prevent it, would it not he
better for us to restrict ourselves rigorously to the
grant of manumission certificates to those slaves who

my own belief is that the moral effect of withdrawing the
good offices of His Majesty^ Government, or the threat of
doing so, is sufficient to produce considerable results
(and I think that experience in Abu Dhabi supports this
contention); and I consequently repeat the recommendation
made in my memorandum No, 93 dated the 13th March 1939.

of Treaty engagements, exportation does not appear to

Arrangement

The correspondence and other papers in the volume have been arranged on a case-by-case basis, each case representing a single reported incident of slave trading. Each case has a cover sheet, but there is no index of cases at the front or back of the file. The fourteen cases in the file have been arranged chronologically, with the earliest occuring case at the front of the file, and the latest at the rear. Within each case, correspondence and other papers have been arranged in a rough chronological order, which is likely based on when they were received or sent by staff at the Bahrain Agency An office of the East India Company and, later, of the British Raj, headed by an agent. .

Each case is accompanied by its own set of internal office notes. In the first eleven cases, these notes are positioned at the end of the case papers. In the last three cases, the office notes appear at the beginning of the case papers.
