Your E&caXlency,
I have the honour to acknowledge the receipt of
Your Excellency’s letter Ko.24/10/31 dated 25th May,1930,
in wMch you have so kir»ily informed me the gratification
of Bis Majesty King ibn Ba’ud with the result of the
ne jotiations which took place with four Excellency and
this Ministry and which resulted in a final draft being
drawn up of a Treaty of friendship and bon boisinage
and a Protocol on arbitration,
I thank Your Excellency for the good sentiments
you have so kindly shewn towards the kingdom of ^raq and
beg that ^ou may feel confident that we, all of us, reeip*
rocaie these sentiments and most sincerely Icpe for the
continuation of friendly relations between the two
countries based on firm and stall e inundations.
As regards the idea of concluding an extradition
treaty, I hasten to welcome it, being convinced that it is
necessary in the interests of ooth parties, ihe Ministry
is prepared to enter into negotiations for this purpose*
In this connection, I wish to invite Your Excellency s
attention to a point which it is deemed should constitute
a fundamental provision in the proposed treaty referred to
above, This point is that it has been the practice in
treaties and agreements concluded tor the extradition of
offenders to exempt political offenders trom their
provisions, Each state has, according to its constitu~
tional and other laws, special definitions of its own for
the term political offender and the various kinds of

The papers are arranged in approximate chronological order from the rear to the front of the volume. The subject 57 (Iraq-Nejd Relations) consists of sixteen volumes, IOR/L/PS/10/1234-1249. The volumes are divided into nineteen parts, with each part comprising one volume, apart from parts 4-5, 7-8, and 17-18, which each comprise a single volume.
