The latter, in company with the Persian Postmaster who is very friendly
with this Consulate, at once brought the letter addressed to the Hazaras to
Mr. Lovell of the Indo-European Telegraph Department who was the only
Englishman left in Neti on that date.
& The Persian Telegraph Master told Mr. Lovell of the existence of the other
two letters a day or two later, and on the 27th January when Mr. Lovell
asked the Deputy Governor outright for them, pretending that he had heard of
their existence from the prisoner Winckelmann, they were at once given up
to him.

Translation of letter from Seiler to Barbans.
All the Barbaris should know, that I am aware you are not serving the
British Government willingly. If you are Mussulmans and willing to assist
Islam, you should save Islam. I am Consul of the German Government and
a friend of Islam, and also assist the Islamic Government. If you will join us,
you will save Islam, and I will treat you well and with consideration.

Translation of letter from Seiler, to Deputy Governor of Neh.
To Ahmed Ali, the Deputy Governor of village of Neh.
As God has wished that the Government of Islam has made friends with the
Government of Germany, and the result of this friendship is only that the enemies
of Islam may be turned out of Persia, you and the Mullahs and chiefs of Neh
may understand this that in all the towns of Persia Mussulmans with great
zeal have prepared themselves to defend and fight against the Russians and
English. In Kerman the residents and Governor have turned out the Russian and
British Consuls. The only place where Russians and British are to be found
is Khorasan, where the disgrace of the bombardment of the shrine of Imam
Reza took place. The people of Khorasan must rise and defend themselves
better than the people of other parts of Persia, but I regret to find you. all
still asleep ! The German Government is always ready to help the Persians
and all Mussulmans, therefore I am writing to you to say that if you and the
Mullahs, and the people of Neh, who love and serve your country by driving
out the enemies of Persia will show your friendship for the German Government
who is the friend of Islam, we will treat you well.
Please let me know if you can arrange a meeting with me.

Translation of letter from S^yed Mullah Ahmed [with Seiler’s party at Deh Salm) to the
Mullahs and chiefs and people of IT eh.
I am writing to you on behalf of Hajajul Islam and all patriots, to say
that I have been deputed to go with the German Consul to Bnyand an i s
neighbourhood. Let it be known to all the people of Neh that Hajajul Islam
of Nejaf has given orders for Jehad, which must be obeyed by every Persian

The volume contains correspondence regarding the Persian Campaign of the First World War and the movements and activities of the Central Powers in Persia [Iran] between November 1915 and April 1916. The correspondence is particularly concerned with German and Ottoman attempts to infiltrate Afghanistan from Persia, and of ensuring the continued neutrality of both Afghanistan and Persia.

The primary correspondents are the British Legation, Tehran; the British Consulate, Seistan and Kain; and the Government of India.

The volume contains a single folio in French (f 164), a communication from the National Committee for the Protection of the Independence of Persia.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.

Arrangement

The papers are arranged in approximate chronological order from the rear to the front of the volume. The subject 3443 (German War/Persia) consists of six volumes, IOR/L/PS/10/472-477. The volumes are divided into six parts, with each part comprising one volume.
