Telegram No. 291-C., dated the 17th November 1913.

To—His Britannic Majesty’s Consul-General, Meshed.
Your telegram No. 119-0. of 9th November. Personally I distrust Hisam 1
extremely. He certainly sent jehad notices to people in Sistan more than once
Shaukat has disappointed us, but his attitude of neutrality is comprehensible
He realizes his weakness owing to lack of ammunition and money and cowardice
of his men.
Originally he felt no necessity for preventing Germans from entering Afghan
istan as he did not believe Afghans would invade his district. Now, perhaps
he is nervous about this, and wishes to conciliate Afghans. ^ ’
His friends are pro-German and he hates the Russians, yet under promise to
me he still holds Ali Akhbar, the German spy, in custody though' ordered by Foreign
Minister more than two months ago to release him. In every other way not affect
ing his neutrality he has continued to be extremely friendly.
Looking ahead to times of peace, I think it will be most unfortunate if we break
with him now, though he certainly needs a lesson when we can safely give one to
remind him that he cannot live comfortably without our support.
I deprecate letting Hisam think that we are ready to help him in intrigues for the
Governorship of Kain and Sistan. Let us first get real proof of Shaukat’s assisting
the Germans and let Hisam perform some real service against the Germans.
It seems best to assume that Hisam and Shaukat are reconciled, and if they
quarrel in consequence of Shaukat supporting the brother of Hisam in the division
of estates let us be neutral as long as possible.
In my opinion Hisam will follow the example of people of Tabas in helping
the Germans unless you can exert great pressure upon him.
State Telegram No. 83, dated the 22nd November 1915.

Your telegram of 17th November, No. 116. New Minister of Interior, Farman
harma, who is well disposed towards us, is telegraphing to Shaukat, making it
clear that times are changed and he is to help us against Germans.
In spite of this if Shaukat continues his unsatisfactory conduct I could sup
plant him by Hisam, who is now on his way thither.

The volume contains correspondence regarding the Persian Campaign of the First World War and the movements and activities of the Central Powers in Persia [Iran] between November 1915 and April 1916. The correspondence is particularly concerned with German and Ottoman attempts to infiltrate Afghanistan from Persia, and of ensuring the continued neutrality of both Afghanistan and Persia.

The primary correspondents are the British Legation, Tehran; the British Consulate, Seistan and Kain; and the Government of India.

The volume contains a single folio in French (f 164), a communication from the National Committee for the Protection of the Independence of Persia.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.

The papers are arranged in approximate chronological order from the rear to the front of the volume. The subject 3443 (German War/Persia) consists of six volumes, IOR/L/PS/10/472-477. The volumes are divided into six parts, with each part comprising one volume.
