If Shaukat during last few months has opposed Russians unreasonably why
have they not confided in me and solicited my support ?
The fact is that Russian Legation gives too much credence to unfair reports
of Tcherkassov and Romanovski who quarrelled on personal grounds with Governor. f! '
At the present time there is only one petty Persian shop-keeper of Russian
nationality in this Province. If you could induce Russian Legation to withdraw
Vice-Consul until end of war, the old sore might become healed. I will guarantee
in the meantime to make Governor comply with our wishes or resign of his own
accord if he cannot conscientiously carry out his Government s instructions.
I think that the Government of India, made a great mistake (unless it was
absolutely a case of non possumus) in allowing the Russians practically to peg out
a claim for themselves in Kain which belongs to Birjand but is in the neutral zone
(perhaps soon to be divided up) by getting Cossacks to garrison it.
Shaukat has often bewailed the fact openly to me and begged me to get Indian
troops sent there instead. Is not this possible now ?
Hisam-ud-Daulah spends money lavishly. He certainly bribed Baron
Tcherkassov and probably also Romanovski. Is it possible that he has bought some
friend in the Russian Legation, or are the Russians far-sightedly considering the
future after the end of the war ?

that if we throw Shaukat over such conduct will be regarded by people of Kainat
as treacherous !

Your telegrams No. 1 and 2-F.
I sent to you yesterday copy of a telegram sent by the Prime Minister to
Shaukat instructing him to order the Deputy Governor of Sistan to put an end to
the intrigues of the German parties and to proceed at once to Sistan to help you in
matters of grain.
Prime Minister reminds Shaukat of his repeated instructions to take every
possible measure to maintain tranquillity of his provinces.
If Shaukat had not been so tainted by Nationalists and so wavering in fidelity
which we had a right to expect from him he would have acted long ago and not
waited for “ definite orders to depart from neutrality ” referred to in your Diary
No. 50. So long as Persian Government remains officially neutral it is of course
impossible such an order should be sent him.
General Baratoff has been received by Shah and congratulated on.the successes
of his military operations against our enemies and their paid levies. Shaulor
can see for himself Persian neutrality is about to be exchanged for a very dineien
attitude.
I do not think it will be possible to keep Shaukat in his post unless he gh e j
some striking proofs of his fidelity to us and gets rid of his cm^-Russian bias. ^
will give him a month and if by that date he has not proved he deserves my SU PP°
I will have him replaced by Hisam. Please inform him accordingly.

The volume contains correspondence regarding the Persian Campaign of the First World War and the movements and activities of the Central Powers in Persia [Iran] between November 1915 and April 1916. The correspondence is particularly concerned with German and Ottoman attempts to infiltrate Afghanistan from Persia, and of ensuring the continued neutrality of both Afghanistan and Persia.

The primary correspondents are the British Legation, Tehran; the British Consulate, Seistan and Kain; and the Government of India.

The volume contains a single folio in French (f 164), a communication from the National Committee for the Protection of the Independence of Persia.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.

The papers are arranged in approximate chronological order from the rear to the front of the volume. The subject 3443 (German War/Persia) consists of six volumes, IOR/L/PS/10/472-477. The volumes are divided into six parts, with each part comprising one volume.
