From—His Britannic Majesty's Consul for Sistan and Kain,
To—The Secretary to the Government of India in the Foreign and Political
Department, Delhi.
Please see Meshed telegram No. 4-E. and Tehran telegram No. 3-F. The
fact cannot be contested that it may be desirable and inevitable that Shaukat
should be removed from Birjand. In view, however, of the fact that Colonel
Guschin’s report is based on a letter which we have not seen I think it
most unfortunate that His Majesty’s Minister’s notice of one month (com
mencing from January 12th) in which the Governor should mend his ways
should be superseded by an order of instant dismissal. It is not my belief
that Governor has bought the estate in Afghanistan and house at Kabul
recently. He has possessed a hereditary estate in Herat always. That Gover
nor has sent two couriers to Herat is untrue. Mistake made in. Meshed Diary
No. 51 on this point has been corrected in my Diary No. 1 With full know
ledge and approval of British Consulate Governor certainly sent courier. to
Kerman last autumn. That he should wish to acquire reliable information
about condition in adjacent provinces is not unreasonable. Governor knows
that he has reputation of being pro-British and he has without doubt in order
