At all events, our object in representing the above
truths is not to insist that the Government shall cancel
completely the E^Arey concession, but rather our point of
view is that if the Government rishes to cancel the
concession it hnc plenty of legol reanona tvt so *oing, any
one of which alone can be accounted sufficient. If the
Government deems it expedient to treat the Company
leniently and reconciles itself to a loss of profit to which
it is lawfully entitled, it should at least revise the
provisions of the concession and remove the defects which
we have proved to exist therein. Naturally in the revision,
steps must be taken to prevent the extension of the
Company*s establishments, such as refineries, etc*, outside
Persia and bring about the means for their establishment
inside Persiaj secondly the share of the Government must
bo considerably increased and must be fixed in an
equitable manner on the gross receipts; thirdly, there
should be an acceptable arrangement regarding the revenues
accruing to the Government from subsidiary companies and
thfjse revenues should be paid regularly to the Persian
Government. Fourthly, if the Government*s share is to be
paid on the net revenues, the Government f s right of
complete supervision and control of ell expenditure should
be safeguarded because, as we have pointed out, it la quite
incomprehensible that ±km a person should share in the net
profits and revenues of an inattituion without having the
right of intervention in the expenses incurred by that
insttituion.

The file covers: reports of attacks on APOC drilling operations at Bikarz [Bīd Karz] and Mishun in 1923; Soviet propaganda published against APOC in the Persian province of Khuzistan in 1927; disturbances amongst Persian APOC employees at Abadan in May and June 1929, and the British response to these disturbances, including the despatch of naval vessels to the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; copies of a 1931 memorandum entitled 'South Persian Oilfields Defence Scheme', produced by the Overseas Defence Committee at the Foreign Office (ff 76-86); a 1931 'Report on the Tribes in the Area exploited by the Anglo-Persian Oil Company Ltd', prepared by R J Moneypenny at HM Consulate, Ahwaz [Ahvāz] (ff 24-54); anti-APOC articles published in the newspaper Shafaq-e-Surkh in 1931, which criticise the D'Arcy Concession of 1901 (translations enclosed, ff 6-16), and the subsequent protest at the content of the articles made by the British Government to the Persian Government. The volume's principal correspondents include: HM Envoy Extraordinary and Minister Plenipotentiary A diplomatic representative who ranks below an ambassador.
