remonstrance* of the Persian Government, this
contravention is still openly made and the majority of the
clerks and non-technical employees of the Company in
Abadan, the highest centre of the Company in Persia, are
still Indians. If the Covernment would take a cornua, it
would he shown that the Company, so as to continue in this
way and to prevent Persians from entering and remaining in
its service whether as clerks or aa ordinary workmen, is
always on the watch to prevent Persian employees from
becoming a majority and it takes care that the latter
should not exceed a number which it has fixed as being
harmful to the Comptuiy^ interests.
If from time to time the Company, for deception or aa
a formality, advertises in the Press of the Capital for
employees and engages a few well-known characters for work
in the South, as soon aa it is seen that the number of
Persian employees exceeds the limit set by the Company,
the latter at onoe cither turns out s large number on the
nlea that they are inciting the workmen to strike and gets
them expelled from the place where they were working, or it
dismisses them on the pretext of cutting down expenses or
of reducing the programme of work. They have never told

us why, in view of the^condition laid down in Article 12,
a reduction of the budget means that 500 Indian clerks and
accountants retain their jobs and only a poor Persian
clerks who is ready to do the work of any one of the 500

The file covers: reports of attacks on APOC drilling operations at Bikarz [Bīd Karz] and Mishun in 1923; Soviet propaganda published against APOC in the Persian province of Khuzistan in 1927; disturbances amongst Persian APOC employees at Abadan in May and June 1929, and the British response to these disturbances, including the despatch of naval vessels to the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; copies of a 1931 memorandum entitled 'South Persian Oilfields Defence Scheme', produced by the Overseas Defence Committee at the Foreign Office (ff 76-86); a 1931 'Report on the Tribes in the Area exploited by the Anglo-Persian Oil Company Ltd', prepared by R J Moneypenny at HM Consulate, Ahwaz [Ahvāz] (ff 24-54); anti-APOC articles published in the newspaper Shafaq-e-Surkh in 1931, which criticise the D'Arcy Concession of 1901 (translations enclosed, ff 6-16), and the subsequent protest at the content of the articles made by the British Government to the Persian Government.
