With reference to your letter (ho. MGH/l/GW) of
2nd January 1939, and connected correspondence on the
subject of the establishment of a post and telegraph
office at Koweit, I am directed by the Secretary of State
for India to inform you that His Highness the Sheikh of
Koweit has signified, by means of an exchange of letters
with the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Eoweit, his acceptance of
your Company's offer to provide communication facilities
in Koweit on the terms and conditions set out in earlier
correspondence with your Company. A copy of the letters
exchanged with His Highness is enclosed.
2, In the course of this correspondence the Sheikh
has asked for information on certain points, referred to
in paragraph 3 below, but is anxious that the establishment
of a postal and wireless service by your Company should
not on this account be delayed. I am accordingly to
enquire whether your Company are now prepared, on the
basis of the conditions accepted by the Sheikh and of
those stated in paragraph 3 of this Office letter of the
3rd June, 1938, no. 3259/38, to provide the wireless,
postal and telephone facilities referred to in the first
paragraph of your letter of the 26th November, 1937,
