In connection with the letter below from Cable
& Wireless Ltd. please see the submission at
P.Z.8996/36 (Flag A) and Foreign Office letter of
13th April 1937, P.Z.2451/37 (Flag B).
2. With regard to the wireless station it is
satisfactory that the Company do not press their
original request for a guarantee against loss on
working (see letter of 18th August 1932 at P.Z.5029/32
- Flag C), and I do not think that we can reasonably
object to their suggestion that the financial aspect
should receive further consideration should a loss
over a period of say three years be incurred which
showed no indication of being reduced other than by a
grant or subsidy. —41
3. With regard to the postal work, it should be
noted that the subsidy figure of £200 was originally
proposed by the Company (see letter of 18th February
1932). Here again I do not think we can refuse to
reconsider the matter if after a period of trial the
expenditure in respect of buildings and staff is found
to be in excess of the amount of the subsidy.
4. Before communicating with the Government of
India we ought perhaps to consult the Foreign Office
and , providi-ftg- that they and the Government of India
see no objection, the way should be clear to lay the
proposals before the Sheikh. If the Sheikh agrees I
think it would be a good thing if the full terms of the
scheme were embodied in an Exchange of Letters with
His Highness and when that has been done we must see
that the Iraqi Government are informed (see para.3 of
the F.O. letter of 13th April).
