4, Since facts must be kncwn in a short time, it is for
Iraqi Government to consider whether they would not be
well advised to take advantage of this -respective to make
an immediate and unmistakable effort to set matters right
end thus be able to produce some defence when this terrible
news becomes generally known.
5. This appears to offer opportunity ior exercising
further strong pressure on Iraqi Government. On the other
hand, Sir F. Humphrys, in discussions here on August 17th,
emphasised importance of not at present stage driving
King Feisal and Iraqi Government so hard over question of
immediate punishment of Bekr Sidqi and others responsible
for these outrages, as seriously to weaken their position
vis-k-vis Iraqi public opinion. He was not, however, at
that time in possession of the full facts of the Simel
massacre, which are so grave as possibly to lead him to
reconsider this opinion.
6. Please therefore show him this telegram immediately
on his arrival, and request him to telegraph his observations
as soon as possible as to action which should be taken bo or.
here and in Bagdad in this matter. I leave him xull
discretion to take et once any action he thinks desirable.
