to round up Persian fifth columnists and pro-Germans]«
V/e had not contemplated that first result of signature
of Treaty of Alliance, should be arrest and internment of large
numbers of Persians in spite of Persian Government ? s objections.
On the contrary, v/e would prefer to encourage the Persian
Government and people to believe that, as a result of their
signature of the Treaty, they will in future be treated as
Allies and their wishes respected, so far as war situation
permits. Our policy should in fact be to endeavour to secure
their collaboration as far as possible,
2 . Moreover it would surely be a great mistake to
intern large numbers of Persians merely because their attitude
m the past has been anti-British or anti-Russian. If this
process were once started, it is difficult to see where it
