Report on the working of the Muscat Levy Corps,
May 1926 - 1928*

I have the honour to refer to my predecessor*s letter
]tfo*213-S, dated the 29th May 1926 and to forward a copy of
a report on the working of the Muscat Levy Corps drawn up
by the Commandant, Captain R.W.G. Stephens, on the termination
of the period of his command*
2. The work done by the Levy Corps in making roads has been
most valuable and the results reflect great credit on Captain
Stephens. Indeed the road from Muscat to Muttra would alone
justify the existence of the Corps during the period of its
construction apart from Military conditions*.
3* The consideration of Captain Stephens* recommendations
for the strengthening of the Corps are to be understood in the
above circumstances but the financial condition of the State
will not admit of such an increase; indeed I am suggesting to
the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. that he should consider whether Military
requirements will permit of some reduction until the debt to

His Majesty*s Government has been paid off.
4* Apart from the excellent work the corps has done as a
Pioneer regiment its condition smartaess and general content
reflect credit on its Commander and I shall be glad if Captain
Stephens* excellent work during the period of his command of

The volume contains letters, telegrams and memoranda relating to the adherence of Sultan Saiyid Taimur Bin Faisal bin Turki [Taymūr bin Fayṣal] to an arms convention and correspondence relating to the development of the Muscat Levy Corps, including its purpose, staffing, munitions and armaments.

The volume includes a report (ff 12-21) by Captain R W G Stephens, Commandant Muscat Infantry, on the Muscat Levy Corps – its efficiency, discipline, budget and finances, armaments and recommendations. Also included are some 'rough notes' written in 1928 (ff 26-28) by the Financial Adviser to the Sultan of Muscat and Oman (Bertram Sidney Thomas).

In addition, there is a printed copy of the 'Convention for the control of the trade in arms and ammunition, and protocol, signed at Saint-Germain-en-Laye, September 10, 1916' (ff 136-143).
