In view of our past experience- of the most
unsaticrfac1>ory_ attitude of practically all the
.-Swedish officers in Persia, we cannot at this
critical juncture entertain the idea of repeating
the experiment.
I fully realise however, the need felt by
Vossugh-ed-Dowleh to he able to prove to Persian
public opinion that he has obtained some^conoessi-en
from His Majesty^s Government in respect of South
Persia Rifles and I should therefore be glad if you
would discuss with His Excellency the concessions
contained in my telegram No,347 of 29th June, even
though I am fully mindful of the probable difficulties,
to which you allude 0
