To—The Chief of the General Staff, Simla (repeated Tehran and Bushire).
Refereuce 1400-S. of October 3rd, from Eoreign and Political Depart
ment to Consul, Shiraz.
I am in agreement with Political Officers that Zair Khidar and Sheikh
Hussain constitute a menace to the safety of the road between Kazerun and
Bushire and that the early withdrawal of Indian troops without defeat or the
surrender of these two chiefs would soon be followed by serious trouble along
that stretch of road. The Ispahan operations delayed South Persia Rifles
training. The security of Shiraz and also the charge of the roads from Shiraz
to Kazerun inclusive can be taken over by Pars Brigade, South Persia Rifles.
This is the utmost that can be excepted from South Persia Rifles at present
on the supposition that there is no Kashgai hostility against us. This would,
if necessary, enable the Indian troops at present at Shiraz and Kazerun to be
withdrawn south of Kazerun. It is beyond the capacity of South Persia Rifles
to undertake offensive operations against the above-mentioned chiefs in the
present circumstances. If the Indian troops can effectively deal with these
chiefs, South Persia Rifles could subsequently take over the road down to
Borasjun inclusive. The Kashgai situation has not yet cleared : it is mainly
a political problem. I do not anticipate that Kashgais will make attacks
on us but inter-tribal trouble and fighting are possible when the migrating
tribes reach Garmsir next month. My information is that Kawam and
Soulat have recently come to terms and Soulat may shortly become the
dominant factor in Kashgai affairs. The attitude of Soulat towards us is not
at all hostile. South Persia Rifles could not undertake offensive operations
against &ny tribal combination of the Kashgais.
