10th July, 1947.
.In reply to your letter to Mr. Lansbury No. 14993/38, of the
6th instant, I would say that Condition (iv) of Annex \ to the
Bermuda Agreement applies to the establishment of the Kuwait/Ryad
wireless circuit. As you know, the Company has recently been
granted a telecommunications concession by the Sheikh of i-uwait.
These negotiations were somewhat difficult and we were able to
overcome some of the demands put forward by the Sheikh which would
have been decidely burdensome upon the Company. When, therefore,
we were requested by the Sheikh to open this circuit, which was
requested as a result of talks between the King of Saudi Arabia and
the Sheikh of Kuwait, and in view of our obligations "to provide
telecommunication services between Kuwait and points outside His
Highness's dominions," we considered it politic to do so and agreed
to the opening on the 1st July last.
