288 When the cholera epidemic broke out in Kohat in the autumn of
1868 and the Extra Assistant Commissioner appointed as their Mehmandar, and

rode off towards Teerah. The Government of India, on hearing of this, expressed
(No. 1594 dated 11th November 1819) their opinion that sufficient vigilance had
not been shown by the local authorities, drew attention to the conditions laid
down in its letter'of 27th January 1865, No. 82, under which the privileges of
asylum in British territory was to he granted, and desired that these conditions
should bo enforced for the future j and that the local authorities should detain
all refugees under proper surveillance until the orders of Government regarding
them were received.

290. On the 13th December a letter from them reached the Ameer,
written from Swat, accounting for their flight from Kohat by the fear of cholera,
and begging to be forgiven and allowed to come back to Cabul. The Ameer
refused, saying that their object was to seize the opportunity of Abdool Rahmans
arrival in Toorkistan, and to raise disturbances in Cabul.
291. On the 29th February a letter from Swat reported that these brothers
had gone to Bajour.
Thence they wrote § again to the Ameer,
vainly beseeching forgiveness.
292. In June 18701| Bnkshee Radhakishen reported to the Maharaja of
k. w f Political Proceedings, March 1871 , No. Cashmere the arrival at Gilghit of Ahmed
389—414. Khan and his brothers. They had passed
through Bajour and Swat, and were now anxious, they said, to proceed to the
Maharaja’s presence.
The Maharaja told the Bukshee to detain them where they were, till he
heard about them from the Punjab Government, to whom he referred the matter.
The Punjab Government begged the Maharaja to detain the refugees for
the present, and asked for orders.
293. The Ameer was informed of the detention of the Sirdars Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. with the
expression of a hope of a reconciliation between him and them. But 6
