Dated Gulahek, the 17th July 1871.
Prom C. Alison, Esq., c. b., Her Britannic Majesty^ Minister at Teheran.
To —Major-General F. J. Goldsmid, c. b., on special duty.
I beg to inform you, in reply to your communication of this date, that
not haying received an answer to my verbal inquiries respecting the arrival
of Mirza Maasum Khan, I had addressed the Minister for Eoremn Affairs a
written communication on the subject this morning.
My impression is that you will not be able to leave this on the 1st proximo
The Minister for Foreign Affairs is in very bad health, and incapacitated from
attending to business for days together. Moreover, it is his invariable policy
to consult the King on every trifling occasion, and, although His Majesty is not
far off, it takes sometimes a week to receive a reply to an ordinary communica
tion. They would also naturally wait for the arrival of their Commissioner.
, . ^hink it would be useful if you were in the meantime to prepare a
detailed report on the actual frontier line, which I could have translated at the
Mission.
