To The Right Hon'ble the Earl op Granville, k. g., &c., &c., &c.
General Goldsmid arrived here on the 10th July, and I have the honor
* i. July i6th. to enclose copy of a memorandum* which I ad-
, ., , dressed to the Minister for Foreign Affairs in order
to secure an early attendance of* the Persian Commissioner. It would appear by
His Excellency’s reply,t annexed in translation,
+ 2 . July 17 th. that the Persian Commissioner had been detained
on the road by illness.

and of my reply.
Memorandum from C. Alison, Esq , c. b., Her Britannic Majesty’s Minister at Teheran, to
Mirza Saeed Khan, —dated the 16^ July 1871.
It is necessary to bring under the consideration of His Excellency the
Minister for Foreign Affairs that General Goldsmid and his staff have been here
already six days prepared to enter upon the subject of the Perso-Khelatfrontier
delimitation desired by the Shah, and that the Persian Commissioner, Mirza
Maasum Khan, has not yet made his appearance. Air. Hickson reported, so far
hack as the 7th of last month, that His Excellency had received on the previous
day a letter from the Khan, dated from Bampur, and that he had no doubt
that he was then (the 7th June) at Kerman. Under ordinary circumstances
Alirza Maasum Khan might have been here a fortnight ago; but as he has
not yet arrived, His Excellency the Minister is requested to instruct him to
come on with all convenient speed.
Translation of a memorandum, from Mirza Saeed Khan, to Her Britannic Majesty’s Minister
at Teheran,—dated the Ylth June 1871.
The contents of the memorandum received from the Legation, of this
lay’s date, referring to the advantages attending the early arrival of Alirza
Maasum Khan, Special Commissioner of this Government, now that General
Goldsmid has arrived, have been understood.
The Legation certainly remembers that the Khan was always in a hurry
to return to Teheran and applied for leave to return from those parts in the
latter end of Suffer \ but this Department, in conformity with the request of
the Legation, delayed giving the same for a few days, and only when Mirza
Mehdee Khan communicated the Khan’s last telegram to the Mission, permis
sion was granted to him to leave.
In accordance with the letter received by this Department from him on
the 6th of June it also awaited his arrival, but from intelligence afterwards
received, it appears that the Khan and two of his suite have fallen ill, and
there is no doubt that this illness has prevented his coming as speedily as lie
intended. This Department has, however, out of regard for the statements
made by the Mission, telegraphed to Kashan that whenever the Khan arrives
at that place, he is to come on by post. In the same manner orders wall be
given to ail couriers going to Kerman to give the same instructions to Mirza
Maasum Khan, and send him by post to Teheran. Any other ^ ^
appear advisable will also be taken, even in despatching a special person from
Kashan (to go to the Khan).
