^ i DS truct you to accompany General Goldsmid this afternoon to
the Minister for Foreign Affairs, and to state to His Excellency that he is
empowered, on the part of Her Majesty’s Government, to negotiate the settle
ment of the boundary between Persia and Khelat in accordance with the tenor
of the Shah’s autograph letter of the 14th April 1870, and the memoranda of
the Minister for Foreign Affairs of 24th July and 2nd August 1870.
General Goldsmid has now collected all available information regarding the
respecti ve possessions of Persia and Khelat in Belooehistan, and under his super
vision a map has been prepared representing the present state of possession of
the respective parties. The Persian Commissioner will, no doubt, have done as
much under the instructions issued to him from His Excellency the Minister
for Foreign Affairs. Her Majesty’s Government, therefore, confidently expect
that a speedy settlement may be effected of this question, and by this means
that an end may be put once for all to the complications which have for years
past so seriously disturbed the peace of the Indian frontier, and been the
cause of much anxiety to Her Majesty’s Government.
You will leave a Persian translation of this instruction with His Excellency.

In complaince with Your Excellency’s instructions I accompanied General
Godsmid yesterday evening to the Minister for Foreign Affairs. I read to His
Excellency a translated copy of your instructions, and then handed it over to
him.
He began by objecting to the term “ Doulut” being used with reference
to Khelat, which implied that that country was considered as on a par with
Persia. I explained to His Excellency that the term in question was used to
represent the word “ State” (Mat), and that it was applicable to every independent

The papers cover: correspondence and reports from Goldsmid on the progress of negotiations over a settlement; correspondence from Charles Alison, HBM's Minister at Teheran [Tehran], reporting on diplomatic contacts with the Persian Foreign Ministry; report of a meeting with the Shah of Persia, 7 August 1871; memorandum of statements made by the Persian Government in March 1871, with Goldsmid's replies, 1 August 1871; memoranda of interviews with the Persian Minister of Foreign Affairs; report on the actual frontier line, July 1871; and correspondence from the Persian Commissioner.

The Enclosures are dated 17 July - 24 October 1871.
