recent acquisitions of Persia as overriding all ancient rights that may be asserted

The instructions go on to say that “ the sole power of arbitration will be
vested in yourself, and it will be communicated to the Persian and Afghan Gov- ^
ernments that your decision with respect to the rights of the claims is that of
the British Government.
Great stress is laid upon the choice of some locality for the decision which
will excite no jealousy either on the part of Persia or of Afghanistan. General
Goldsmid is instructed to deliver his decision in writing to the two Commissioners
who will refer them to Teheran and Cabul. When he receives the reply from those
courts, he is to endeavor to reconcile the probable differences between their opinions,
and should a second reference to the capital fail of effect, he is to inform the Com
missioners that “as the good offices of Her Majesty’s Government have been unsuc
cessfully exerted, it remains only for him to communicate the results to his Govern
ment, and await their final decision/ ,
Pending an answer to these references, General Goldsmid is told that it would
not be advisable for him to proceed towards the coast to enter upon the other

reached the Legation on the 6th of Yacoob Khan’s
rebellion, he came to the conclusion that it
would be advisable, more especially as no intel
ligence of Shere Ali Khan’s assent to the arbi
tration had been received, to commence with the
Mekran arbitration.
On the 28th of October, as no definite answer could be obtained from the

After a protracted negotiation extending over a series of some 80 documents,

more favourable opportunity, but I think that if such promise were made by Her
