ah Tl t®. Mini ster for Foreign Affairs spoke to me yesterday evening about
Abbas Mirza. He said that a telegram had reached the Shah from the Persian
AI mister at Constantinople, stating that it was the intention of the Turkish
Goyernment to send the Prince back to Baghdad. Now, so long as he was a
pensioner of the Shah, Abbas Mirza knew that his support depended entirely
upon His Majesty, and no apprehension was therefore entertained from his
residence at Baghdad. But his case was now very different. He went to Con-
stantinople without the Shah’s permission; was there received with ceremonies
that were quite uncalled for, and had attracted public attention ; a handsome
pension has been bestowed upon him ; and it is intended that he should reside
at Baghdad as a special protege of the Sultan.
By treaty no such countenance should he given to refugee Persian Princes,
and Broussa is designated as their place of residence. To place the Shah’s bro
ther, therefore, in his present'altered condition and, as it were, in defiance of
His Majesty’s feelings in a town so near the Persian frontier, was a proceeding
on the part of the Porte which gave the Shah good cause for alarm. It might
give rise to serious troubles; and as Her Majesty’s Government had the welfare of
Persia at heart, His Majesty hoped that I would lose no time in bringing
the matter to your notice, with an earnest request that Your Excellency will use
your influence to prevent the Prince’s return to Baghdad.
Telegram dated the 23rd August 1871.

To—Sir H. Elliot.
The King urgently requests that Your Excellency will use your best en
deavours to prevent Abbas Mirza’s return to Baghdad. Particulars by special
Persian courier, who leaves to-day. I think that, under the circumstances stated,
and the prevailing discontent caused by the prospects of a second famine, his
return might be a cause of grave uneasiness to the King and would be
unadvisable.

The papers consist of correspondence from Charles Alison, HM Minister at Teheran [Tehran], concerning the reception given at Constantinople by the Ottoman Sultan to the refugee Prince Abbas Mirza, and the statement reported in a newspaper at Baghdad that the Prince had been appointed Heir Apparent by the late Mahomed Shah [Muhammad Shah Qajar]. The correspondence reports the protests of the Shah of Persia at both pieces of news, and the request of the Persian Minister of Foreign Affairs that the Prince be returned to Baghdad.

The Enclosures are dated 18-23 August 1871.
