I have the honor to enclose translation of a memorandum from the
1. August 17th. Persian Minister for Poreign Affairs with remarks
3.‘ ” isthj No. i 67 . on General Goldsinid’s correspondence with the
(Sent by General Goidsmid.) Persian Commissioner, together with copy of my
reply, giving cover to a letter from General Goidsmid to myself containing
his observations on the Minister’s memorandum.
Translation of a memorandum from Mieza Saeed Khan, to C. Alison, Esq., c. b.,— dated the
\lth August 1871.
The copy of the correspondence between His Excellency General Goidsmid
and Mirza Maasum Khan, Commissioners of the British and Persian Govern
ments, which was forwarded in a memorandum from the Mission, has been read
by this Department and submitted to His Majesty the Shah.
Prom that correspondence, that which strikes the mind most as being strange,
and which has caused regret to His Majesty, is the fact that the British Com
missioner (while) at Bumpur, and before proceeding with the Persian Com
missioner, conformably to the arrangement made between this Department
and Her Britannic Majesty’s Legation, to Gwadur and Kedj, and (before) they
collected information and drew a correct map, repeatedly in his letters regarded
the port of Gwadur as belonging to the Arabs, and Kedj to the Khan of Khelat,
and he made the Persian Commissioner’s going to those Districts dependent
upon .the possibility of his doing so and upon permission being obtained from the
agent of the Khan of Khelat.
It would have been very well if His Excellency the General had explained
to the Legation of his illustrious Government the grounds upon which his
sense of justice and the impartiality which characterises him had led him to
form such opinions ; so that this Poreign Department might, in its turn, have
submitted to His Majesty, with reference to the feeling of surprise and regret
above allhded to, the information it would have (thus) obtained, and thus have
given additional strength to those friendly feelings which it always entertains.
It, therefore, while renewing the expression of its respectful sentiments
towards that honored Legation, begs to say that it still remains in expectation
of full justice in every respect.
Memorandum from C. Alison, Esq., c. b., to Mieza Saeed Khan,— dated the ]9th August 1871.
The Minister of Poreign Affairs memorandum of yesterday’s date has
been received and communicated to General Goidsmid, and that officer’s observa
tions on it wdll be found in the enclosed translation of a letter to this Legation
under the same date.
General Goidsmid, as far as he is concerned, has fulfilled his mission and,
as it has been already stated, he is prepared to draw up a paper conjointly with
the Persian Commissioner whenever that officer shall have received the long
delayed powers to do so on the part of his Government, or to attend upon His
Majesty ao - awing to the royal intimation conveyed to him.

The papers include: correspondence from Charles Alison, HBM's Minister at Teheran [Tehran]; correspondence from Goldsmid; the Persian Government's acceptance of the frontier settlement; reports of diplomatic contacts with the Persian Minister of Foreign Affairs; the raising by the Persian Government of a question over the status of Kohuk; and the congratulations of the Government of India to Goldsmid and his staff for the conduct of the settlement.

The Enclosures are dated 13 August - 19 December 1871.
