^ have the honor to acknowledge the Government Resolution No. 510, of
™ February last, calling for explanation of paragraph 3 of my letter No
651-171, of 24th December last, in which I submitted that Major Smith had
arrived at a prompt and successful settlement of numerous pending cases
along the Arab Littoral.
2. I have now the honor to submit in original Major Smith’s Report
and Tabular Statement of the claims referred to. As this Statement forms part
of my Office record, and as time does not permit of a copy being prepared before
the departure of the mail, I would request the favour of your returning the
Statement to me when it may be no longer required.
3. This Report and these Statements do no more than summarize the cases,
correspondence concerning which had, of course, been in progress for various
periods. But as this correspondence is somewhat voluminous, and scattered
through several compilations, I do not trouble Government with it.
4. Hitherto it has not been the practice of this Office to report ordinary
cases to Government. But should any change in this course be required, I
would beg the favour of being instructed accordingly, although such change
would largely increase the work of my Office establishment.

In continuation of my Report here noted, I have the honor to report arrival
No. 362, dated 28th November 1870. with Clyde at Biddah on 2nd December.
2. I found the boats at this port beached, and that Mahomed bin Tani
having refused to see Naser bin Mubaruk, he had returned inland some days
ago.
3. Mahomed bin Tani complained that some boats of his returning with
dates from Kateef had been seized off the Eusht-al-Yarem by some of the A1
Sehat people. I am writing on the subject to Sheik Eysa, and Captain Downing
on his return to Bahrein will institute enquiries, the Quantung having been
decided upon between the Officers Commanding as the most desirable vessel
for the coast at this season.
4. Your letter brought by Quantung was delivered, and I beg to
enclose Mahomed bin Tani’s reply. Captain Downing takes with him to Bahrein
your letters Nos. 267, 269, and 271.

The claims are listed on folios 651-654. There is also a memorandum concerning a case dated 1856-59, which explains the need for intervention by the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Gulf in such cases, on folio 655.

The Enclosures are dated 30 September - 13 December 1871.
