of discriminating between the claims of applicants, based as they often are
on intimate personal or family con
siderations. 1 The individual hardship
is often only too apparent, but in
another sense it is true to say that
among women who elect to go to India
under present war conditions there are no “hard cases ” because all the
cases are “ hard.”
The cases in which the Secretary of State for India has on public or
private grounds granted recommendations for women to go to India since
the new procedure has been in working order, are comparatively few, being
eight in all, made up as follows :—
A Lady Doctor at the Women’s Medical College, Delhi, which trains
women doctors.
The Chief Superintendent of the Lady Minto’s Nursing Association.
Two ladies, not Army nurses, who are a case apart, but ladies employed
in military nursing.
A lady whose husband apparently was dying.
The Senior Nursing Sister in the Government Civil Hospital at Rangoon,
which trains nurses, of whom many go to the theatres of war.
A young girl, “Anglo-Indian,” in financial distress, whose mother in
India w r as dangerously ill.
A Lady Doctor in charge of a large hospital for Purdah women in
Lucknow ; it was likely that in her absence the hospital would have
been closed.
7. The Disposition of the Persons affected .—As regards the disposition
of the persons affected, the position is still as stated in a letter of the India
Office to the Admiralty, dated 23rd March last (J. &. P. 1228/17) :—
“ Mr Chamberlain believes that the prohibition orders on the whole have
been cheerfully submitted to as a war measure, and in some cases
even welcomed as resolving doubt in the applicants’ own minds.
The only signs of dissatisfaction that have been shown are when
applicants learn of other women who have been granted permission
to make the journey and imagine that this permission has been
accorded to them owing to personal representations made on their
behalf or for reasons which they conclude to be insufficient.”
The fact of the detention in India of the wife of one of the Indian
Representatives to the Imperial War Conference (Lady Meston) did much to
reconcile applicants to the operation of the rules ; also it is now generally
understood among the better informed that the grounds on which the orders
are based are, besides the safety of the applicant herself, (1) the safety of
her fellow passengers ; (2) the safety of the crew, who are last to leave a
ship ; and (3) the responsibility of a captain in handling his ship and
possibly in fighting with guns or ramming.
S. The Journey by the Cape Route .—Enquiries are often made as to the
possibility of making the journey to India by the Cape route, but the
Atlantic and the waters round the United Kingdom are still a danger zone,
and it has not so far seemed desirable for the Secretary of State to make
recommendations for passports by that route more freely than by the
Mediterranean, even though a few passages might be occasionally procurable
on an “ escorted ” (but not presumably an absolutely safe) steamer.
It is also sometimes urged by applicants that women who are South
Africans or Australians travel freely to the Cape. Enquiry has been made
as to this, and it has been ascertained that the statement does not represent
the facts. It is within the discretion of the High Commissioners for South
Africa or Australia to make recommendations to the Foreign Office for
passports, and they do so from time to time wdien a limited number of berths
are available for women on an “ escorted ” steamer. But the discretion is
understood to be exercised sparingly, and berths are sometimes left vacant
because the circumstances of applicants do not justify the grant to them of
special permission to sail.
