regard to (1) and (2), Teymourtache asked what we had at Heniam
im a rough idea. He said that nobody at the Ministry of w
knew anything about the anchorage at Henjam or the arrangements on shore arid }
1 said 1 would see what information we had, and would send it him. He saidh
would be grateful. He admitted that “ co-habitation ” might in practice be quite
all right, though he duly trotted out the simile, which he has used with
Sir Robert Clive, and I think with me, too, that, however much attached vou may
be to a friend, you may not want him permanently installed in your house. But
.apart from this, he was indisposed to admit that we should stay at Henjam except
as the result of a treaty settlement, virtually saying that he did not see why we
should get something for nothing. After I had replied that, after all, it was nc
great matter so far as the Persians were concerned, to leave things as tliey were ne
went on quickly to say that w-e must find a settlement of the Bahrein issue, clearly
intending to convey, without actually saying it, that if we satisfied him over
Bahrein, he would let us have anything we wanted at Henjam.
4- I told him that we had racked our brains to find something that would
satisfy him in respect of Bahrein, and had gone carefully through the “all sorts
of nonsense ” (see my despatch No. 255 of the 23rd May, 1932), but all the items
presented insuperable objections from one point of view or another
5. I indicated that it w r as owing to my conviction that our search for
material satisfaction had proved to be unavailing that, writing quite personally. 1
had invited him to see if he could not find sufficient satisfaction by one means or
another in what I called the moral sphere (see despatch to the Foreign Office.
No. 389 of the 10th September). He replied that be had studied my letter without
result, and that he had not answered it because he did not know what to say
unless he restated for the nth time the Persian case, and that would not advance
matters.
fi. Then, resuming the search for material satisfaction, he touched on
aeroplanes (saying that there were fifty ordered, and that that was not the end).
When I had turned down aeroplanes, he brought out double income tax of the
Anglo-Persian Oil Company, as though it were a new proposal. When 1 told
him that it had already been given a run, be said that of course he now
remembered that Sir Robert Clive had written to him from London, pointing out
the objections from our point of view, especially that it would constitute a most
undesirable precedent. I told him that be was always trying to get us to create
bad precedents, instancing aerial navigation. This led him to mention the
question of the French air line, and I told him that 1 had just received a telegram
indicating that w 7 e should make no difficulty about that. Continuing his hunt tor
material compensation, Teymourtache then said that he had in mind, and firm v
hoped to put through, schemes to make Persia self-supporting, and definite}
prohibit imports in respect of tea, cotton and sugar, thus saving the export
40 million tomans a year; perhaps w r e could supply—on favourable terms, ong
credits, or something of that sort—the necessary machinery. ,
7. T made little or no response to this, indicating generally that a
present time money w T as not to be had, and that, in the case of Bahrein. a c
payunent w 7 as the more impossible in that (and Teymourtache finished the sen
for me) we regarded the Bahrein claim as worthless. (Tt is worthy of note a
did not mention arbitration.) . u t his
8. I skirted the question of arbitration, however, by asking him ^ ^
general attitude would be if by one means or another he acquired the con J c n -^ e
that the claim was really worthless. Not unnaturally I got no very
answer. * - _ # ,r t irbin*
9. At one time or another I said there wras much wisdom in not is .j
the provisional To this he replied that the worst of the provisional ^ a _ , ^
tended to become a fixture, and produced the story of the sentry pos
Catherine the Great's rose-bush.
