obtain possession of the Mirjawa-Dnzdap section, it will clearly be to their
interest to encourage trade, even if, owing to oriental dilatormess, they fail
to extend the existing line from Duzdap to some recognised trade centre m
Persia If, on the other hand, the Nushki-Mirjaua section of the line is r\
dismantled, this would obviously render the Persian section valueless, and the
Persian Government would have every reason to reproach the Government
of India for the action they had taken.
3 In these circumstances the Secretary of State sees no advantage in
approaching any British group in the manner suggested in the eighth para
graph of your letter and he hopes that Viscount Peel will concur m tlm view
that, if, with the authority of the Lords Commissioners of His Majesty’s
Treasury, the Mirjawa-Duzdap section of the line is to be handed over free of
cost to the Persian Government it may be possible to induce the Government
of India to abandon all idea of eventually dismantling the Indian section of
the line, the maintenance of which is obviously essential not only in the inter
ests of the Persian section of the line, but in those of Indian trade with
Persia generally.

Sir,
With reference to my letter* of the 31st ultimo, relative to the disposal
of the Mirjawa-Duzdap railway and the restoration of order in the Sarhad
and Persian Baluchistan, I am directed by the Secretary of State for Eoreign
Affairs to transmit to you, to be laid before Viscount Peel, a copy of a
telegram from His Majesty’s Minister at Tehran, stating that Persian military
operations in that region are about to take place and will be followed by the
withdrawal of the British garrisons at Khwash and Duzdap, thereby leaving
the Persian section of the railway under Persian control.
2. Sir P. Loraine points out with great force that in these circumstances
a decision is urgently necessary as to the disposal of the Persian section of the
railway, and I am therefore to express the Secretary of State’s hope that
Lord Peel will enable him to issue instructions to Sir P. Loraine on the
subject as early as may be possible.
3. A similar letter is being sent to His Majesty’s Treasury.
